Searched entire place several times, killed elite several times but no lore object to be found. For that matter no table near elite as described either.

Lore objects are never in story areas. They are always in a place that the whole faction can access. As long as the devs didn’t forget to move it when they made the empire version of Taris…
Drangar is wrong. There have been Lore objects inside class specific story areas.
Just been at that exactly table as an Imperial Agent – no Lore object there – neither in any other spot in that class quest area.
This entry is Republic only. The only entrance for Empire is an Imperial Agent only instance.

So that means that this achievement (find all lore entries on Taris) is unobtainable by Imperial Characters?
Some of the achievements require opposite faction character in order to complete, maybe it is case with this one as well.
That is true but Taris and Balmorra have their own versions of Imp and Rep maps, so in this case Loremaster of Taris (imperial0 is unobtainable what means Loremaster title is unobtainable:(

Found this lore object after 2013-10-15 patch to fix it for the Empire faction. It is on the second floor of Dynamet General (not top floor) on a bed in the area under the stairs leading to the top floor. Exact location is -445, -122.
you wrote wrong, its -445 , -360
This codex is not impossible for the Empire. It is up on the top level of Dynamet General Hospital.
