The NPC that gave the questline for this title in beta has been removed, and the area has been sealed off with a solid wall.

OK im a Level Scoundrel that has just finished Taris
Although this guide has been excellent i am dissapointed that you have not identified
HOW TO….. get this particular achievement.
what mission is the above described done?
is this a mission open to all classes? if so i prob have done it yet no reward.
more info required…………….

  allegedly u get this tittle by finishing heroic mission line ” Ravaged Reconstruction ” , but since mission giver is removed from the game , we can hope he will be reinserted in some other patch .
