Unlike the other four Galactic Starfighter related imperial npc codexes introduced in 2.6., this one is gotten during the quest “Ranken’s Initiative” which starts from the starfighter hangar area in fleet.
When you’re on the quest stage to go and finish Kuat flashpoint, don’t go with a group just yet. Solo enter the instance and talk to Admiral Ranken at the beginning and you’ll get this codex.
It was fixed in a recent patch, now you’ll get the Codex entry and finish the quest regardless of who wins the conversation roll with Admiral Ranken.
