    What they don’t really say here is that Sith Lord Towe is inside one of the Outpost Rennar buildings. He’s not really south of the outpost. You’ll have to kill some low-level droids and Mandalorians to get to the building.

    Towe is always green at the time. How can i activate him?

      You don’t this is another Republic only boss. Same with War Marshal Polarin. You need to be on Republic side to get these two champions.
