In order to reach this plateau head north from Troida Military Workshop, and cross over one bridge at west. Beside Charged Plating buff that damages melee attackers this Champion casts Missile Barrage if you do not interrupt him.

    as an update, start at GORINTH OUTPOST and head directly west over the bridge. Follow the path until it turns to the left and he is patrolling an area around a large cannon.
