It is more like 684, 6.
X: 684, Y: 6 is actually in the middle of the water… Just killed a Razoronn at X: 649, Y: 185, and it got me the codex entry.
All you have to do is kill a razoronn near the red matrix datacron
You can acquire this codex by killing a Shallow Bay Razoronn at Mannett Point (Ord Mantell). Coordinates X: 646, Y: 192.
This is not on Tatooine as the above coordinates, additonal information, and screenshots suggest – it is incorrect.
Just killed the Shallow Bay Razoronn at 686, 159, a Northwest beach of the island of Mannett Point.

50 razoronn killed with consular on this zone don’t seam work on SWTOR 4.4
Looks like this codex is bugged now. Just tried with my level 12 Smuggler and it did not unlock – neither by killing any of the Razorconn’s, nor by running up to them.
