Outlaw’s Den in on Tatooine at x: -314 y: -891 . You can reach it from the way to the Dune Sea via Zaroshe (before change map), i.e. the access from south to the Dune Sea.
This does not show up anymore in the codex.
Hi, guys and gals, I can confirm that as of v5.1.3 and 29/03/2017, this codex is obtainable for both Empire and Republic. All you have to do is enter the PVP zone on Tatooine. I unlocked it using my DS Smuggler Soggon Dugoto an the Northern entrance at approx. X:-197 Y:-1501 Z:471 and using my DS Bounty Hunter Jaectars Chi’Kondo at the South entrance at approx. X:-333 Y:-854 Z:466. This means that as of the stated date and time at leas the Smuggler can complete the Tatooine codex.
