The codex appeared for me at 1041,-233 with an imp char.
as of May 2020, i can confirm there’s no Reeks in the Dune Sea at the coords listed in other comments, nor does it randomly pop while walking in the Heroic Area @ 1051, 445.
I got mine pop as instructed in this vid – WestNorthWest of Outpost Renner on Imp side; just walk up to it, no need to kill
