This might be a location for a future flashpoint, or that they were planning a Kuat FP that never made it out of the drawing board and they scrapped the idea. Nevertheless another unobtainable entry at the moment, no suprises there!
I think this is a datamined entry for Galactic Starfighters, just like all those new “Persons of Note” entries, which are presumably for space companions.
Judging from the videos and common sense, I would hazard a guess that the Kuat Drive Yards, will be the location of one of the new space warzones. It would make a lot of sense from a lore standpoint, since control of the KDY shipyards is vital for both factions.

So I was right after all, this codex refers to the all new Kuat FP released with 2.6. And you can get this codex from the Starship Hangar area in fleet when you start the quest “Ranken’s Initiative” found there.
