I located this Codex on the Mini-Map Coordinates X: -737 Y: 1704 Z: 70. On the World Map it is -737, 70.
You will need a Hydro-Thinner item to open this Datacron along with other ones on the planet Hoth (I haven’t confirmed this as this is the 1st one I have found but was told this via General Chat in the game) as they are frozen. For the Empire you may get the Hydro-Thinner in the Catina at Dorn Base.
