I’m a Consular and have this codex entry. I don’t remember where I got it though.
Confirmed for the Empire. The NPC is called Raddus Venn and is standing just outside of the Incorporation Islands Tram.
For the Republic (Jedi Knight) you get this as soon as you speak to General Aves when landing on the planet and starting the world quest. I don’t know what the quest to talk to Aves is, but it’s immediately prior to the quest “Blockade Runner” (which aves gives you)
Hartke in the entry area of the Spaceport talks about the Imperial Neutron Emitters being the cause of the Rocket Trams being shut down. If you offer to help him, he sends you to General Aves which leads to “Blockade Runner”. Hope that helps.
